10520 December 16, 1979 Mr. James R. Miller Deputy Director, Emergency Preparedness Task Force Office of Nuclear Regulation Nuclear Regulatory Commission Washington, D.C.

20555 Mr. 1: iller:

am unable to attend Tuesday's meeting (12/18/79, ?iestchester Inn, Ossining, N.Y. ) on emergency preparedness at Indian Poin t, but would like to submit my comments.

It is possible that emergency planning for a minor accident at Indian Point could be upgraded - to protect area residents from a major accident is impossible.

The only way to deal with a situation where large a=ounts of radiation are emitted into the atmosphere is to evacuate vulnerable populations immediately - speedy evacuation of tne millions of people within range of an Indian Point catastrophe is clearly not feasible.

There are alternatives - we need not " freeze in the dark".

A significant percentage of the population of the United States is clearly not served but threatened by continued operation of the Indian Point nuclear power plants.

Sincerely,
