TENNESSEE VALLEY AUTHORITY CH ATTANOOGA, TENNESSEE 37401 400 Chestnut Street Tower II February 12, 1980 Director of Nuclear Reactor Regulation Attention:

Mr. L. S. Rubenstein, Acting Chief Light Water Reactors Branch No. 4 Division of Project Management U.S. Nuclear Regulatory Commission Washingtor., DC 20555

Dear Mr. Rubenstein:

In the Matter of the Application of

)

Docket Nos. 50-327 Tennessee Valley Authority

)

50-328 TVA has been pursuing operational procedures for the degraded core conditions which occur during inadequate core cooling jointly with other utilities through the Westinghouse Electric Corporation owners group. We have upgraded our procedures by incorporating recommenda-tions which have been made by the owners group. Our procedures will be modified as appropriate with resoect to inadequate core cooling after we receive the final owners group recommendations. We expect to receive this informatiot, in late March 1980.

Since our operational procedures are used as the basis for all operator training, an upgrading of the procedures is essentially an upgrading of the operator training.

Very truly yours, TENNESSEE VALLEY AUTHORITY
