Background

The subject emergency plan superseded versions of the plan that were submitted January 31 and June 5,1979. The version transmitted on June 5 included responses to questions on the January version that had been discussed with Mr. Dale Schultz of UNC in a meeting on March 21, 1979.

The questions on the January version of the plan included those received from Mr. Dale Donaldson of Region I, Office of Inspection and Enforcement in a telecon on March 7, 1979. The NRC questions on the June version were sent UNC with a letter dated July 30, 1979. The UNC letter of October 10 included replies to our July 30 letter as well as the revised plan with pages dated September 29, 1979.

In accordance with the policy on emergency planning in effect at the time the current license was issued, the license incorporated the emergency planning requirements of " Annex B" by reference in Condition 11. " Annex B" is a three-page listing of the minimum requirements for a licensee's plan for coping with radiation emergencies. The licensee was requested to provide his emergency plan (and provided a copy of Regulatory Guide 3.42 for guidance) in the letter sent Part 70 licensees on February 27, 1978. The letter of February 27, 1978, was intended to effect a timely implementation of the revised emergency planning requirements incorporated into Part 70 on March 31, 1977.

The emergency plan as revised was reviewed using the criteria in Appendix E of Part 50, particularly Section IV, and in Regulatory Guide 3.42.

The format of the emergency plan follows the fonnat recormiended in Annex A of Regulatory Guide 3.42, " Emergency Planning for Fuel Cycle Facilities and Plants Licensed Under 10-CFR Parts 50 and 70," Revision 1, September 1979.

2 DEC 121979 Discussion The discussion which follows summarizes the content of UNC's emergency plan under the same general subjects listed in Section IV of Appendix E of Part 50, " Content of Emergency Plans."

A.

Organization - Notification The licensee has established an emergency organization for coping with incidents such as accidental criticality, fire, personnel injuries or release of hazardous materials. The emergency organization is headed by the Shift Supervisor, Production, as Emergency Director, aided by a Crisis Management Team consisting of the Managers of Quality Assurance, Operations, Security, Compliance and Nuclear and Industrial Safety. The line of succession for the Emergency Director is specified in the plan.

Responsibility for specific activities such as training in emergency procedures, conducting drills, and maintaining emergency procedures is assigned to specified positions in the organization. The functional areas of emergency activity are assigned to, among others, the Emergency Director, the operations group or specific individuals in the operations group, the health physics technicians, the maintenance personnel, the Manager, Security, and the Shift Supervisor, Security.

The communications systems available to notify onsite personnel and offsite agencies of emergency situations include the plant telephone system criticality alann system, public address system, inplant buzzer system, inplant radio system, and radio and " hot line" connections to the State Police.

B.

Special Personnel The emergency plan does not identify specific positions in the United Nuclear Corporation designated to assist the onsite individuals who have responsibilities in the event of an emergency. However, the UNC Naval Products organization in Uncasville, Connecticut, is named as a source of assistance with capabilities in radiological monitoring, criticality safety, medicine, security, and nuclear material accounting.

In the event of a continuing emergency, the corporate headquarters in Falls Church, Virginia, would be expected to provide support personnel from other corporate organizations.

Release Measurement Capability and Notification Criteria The operating and support staff of the plant have the trained personnel and equipment (in emergency supplies) needed to determine the magnitude of a release of radioactive materials and to decide whether further assistance is needed.

The UNC emergency plan divid,es incidents into six categories, describes incidents typical of those categories, and states values fer predicted radiation doses as trip points for notification of governmental support agercies.

D.

Outside Agencies The emergency procedures provide directions to the emergency organizations to request assistance from those offsite agencies whose services may be needed. Agreements have been reached with the following organizations.

Rhode Island Civil Preparedness Agency (radiation monitoring, communications, notification of local governmental units, overall control)

I.hode Islcad Hospital, Providence, Rhode Island (medical treatment for radiation injuries including contaminated persons)

Hope Valley Ambulance Service (transportation of injured personnel)

Alton Fire Department (fire fighting)

, UNC repre,entatives will meet annually with representatives of the local support and medical services to reinforce understanding of the role they would fill in emergency situations at the UNC plant.

Maintenance of Oroanization and Procedures.

The licensee will maintain the emergency organization and review and update the emergency plan and procedures for the site at least annually.

The responsibility ~ for review and update is assigned to the Manager, Quality Assurance.

F.

First Aid and Decontamination Facilities In addition to generally identifying required onsite first aid, decontamination and personnel monitoring equipment and supplies, the emergency plan calls for the assignment to each shift of at least one individual trained to administer first aid. The plan also includes provisions for medical assistance to individuals who have received excessive expecure to penetrating radiation and/or radioactivity or have contaminated wounds or body areas.

As indicated in paragraph D, provisions have been made for obtaining ambulance service.

Offsite Treatment of Personnel As summarized in paragraphs F and D, UNC has arrangements with the Rhode Island Hospital in Providence, for the hospitalization and treatment of persons who are injured and/or contaminated with radioactive material.

The hospital staff are trained in the treatment of radiation injuries.

H.

Personnel Training The plan commits UNC to maintain emergency preparedness through a continuing program in which UNC personnel receive training in the emergency precedures. The capability of outside agencies is maintained by their routine activities and training programs. Minimum training times are stated for training and retraining of certain UNC personnel with special responsibilities under emergency conditions.

I.

Practice Drills Drills and exercises are required by the plan as follows:

a.

quarterly drills for fire fighting teams, b.

twice per year drills of personnel with responsibility for first aid and resctie, c.

twice per year for headquarters personnel, and d.

annual site or general radiation emergency exercise using preplanned scenarios.

The plan calls for a critique of the exer.cise by the Manager, Quality Assurance.

J.

Reentry Criteria The UNC emergency plan includes the identification of basic recovery criteria.

The technical support for planning and recovery operations provided the Emergency Director includes advice (by " Crisis Management Team") from specialists in radiological safety and criticality safety from the Wood River Junction staff or the staff of UNC's Naval Fuel Plant at Montville, Connecticut.

Conclusion The emergency planning for the UNC Wood River Junction site meets the requirements of 10 CFR 50, Appendix E, and provides a basis for an acceptable state of emergency preparedness.

Issuance of an authorizing amendment to the UNC license is recommended subject to the requirement that the

5 DEC 121979 licensee make no' changes to the emergency plan as transmitted Octtber 10, 1979, and commitments in Attachment I to the October 10 letter, which would decrease the effectiveness of the plan without the prior approval of the Commission.

Furthermore, changes to the emergency plan without Commission approval should be submitted within thirty days, for information purposes, to the Region I Office of Inspection and Enforcement and to the Office of Nuclear Material Sa'fety and Safeguards.
