Background

The general procedures for safety administration at the Wood River Junction plant, including the organization, personnel qualifications and internal reviews, are described in Section 200 of the license application and incor-parated into the license by reference in Condition 8.

The subject applica-tion is concerned mainly with changes in the organization chart, job titles and qualifications of positions in the operations group.

The October 16 application supersedes a similar application sent by letter dated March 2, 1979. There were significant inadvertent omissions of requirements in the revised pages for Section 200 transmitted by the March 2 letter. These omissions and needed clarifications were noted in the attachment to the NRC letter to United Nuclear dated July 30, 1979.

Discussion The proposed revision of the administrative requirements does not delete any requirements important to safety, such as the qualifications of safety personnel, internal reviews of changes or audits.

The Subsection (No. 204) describing personnel qualifications for production management has been revised to permit the Divisfon General Manager to choose individuals he considers to have education and experience requirerrents equivalent to those explicitly stated in the subsection. This prerogative is hereby interpreted as not applying to positions in the safety organization, which are described separately in Subsection 202.

The proposed amendment was discussed on November 14, 1979, with Mr. W. Kinney, Region I principal inspector for the Wood River Junction plant, and he saw no objection to its issuance.

DEC 6 1979 Conclusion The revised Section 200 updates the licensee's organization and working relations without deleting any important requirements. Approval of the-authorizing amendment is recomended.
