Mr. R. II. Engelken, Director US Nuclear Regulatory Commission, Region V 1990 North California Blvd.

Walnut Creek, California 94596

Dear Sir:

_,_M In response to IE Bulletin 79-18, a detailed survey of all plant areas was conducted to verify the audibility of the evacuation alarm system and the paging system.

Several areas were found where the evacuation / paging system were inaudible and corrective maintenance conducted returned many areas to a fully audible status.

For those accessible areas which are still inaudible the following interim administrative ceasures will be taken:

1) All areas where the evacuation alarm or the paging system cannot be heard will be posted with signs which caution personnel desiring entry that the page system and evacuation alarm is inaudible.

2)

If work in posted areas is to be done, appropriate administrative controls will be implemented, such as use of portable radio equipment or the assignment of an individual to remain in the closest audible area to appraise personnel in the area of evacuation conditions or important page system announcements.

A program has been developed to change the type of speakers or to add new speakers in the inaudibic areas. This program will be completed after receipt of the required parts.

Every effort will be made to complete this within the 120-day time frame established by IE Bulletin 79-18.

For inaccessible areas, specifically the Containment Building, a lighting modulation system is being pursued and will be installed as soon as material delivery dates will allow.

Sincerely, W

C. Goodwin, Jr.
