In a letter dated July 23, 1979, we approved, on an inter,
casis, a route for transporting irradiated reactor fuel that involved transit Iz.
through Portsmouth, Virginia. After further review, we have determined that with additional effort a practical alternative night be developed.
Accordingly, the route described in our July 5,1979 letter may rot be I
used after fiarch 15, 1980 unless evidence is presented to the NRC to the i-effect that:

- there are no other ports of entry (located away from heavily populated areas) that have the facilitics and capacity to lr handle the shiprent (as represented by a list of east coasu ports and the reason each cannot be used)

- there are no cormercial ship companies willing and able to service ports located away from heavily populated areas (letters of refusal from ship companies that service east E
coast ports would be the best evidence).
