Dear Mr. Nosenzo:

Enclosed please find a request from Mitsubishi International Corporation for an amendment to add Japan's Sendai I and II and Takahama III and IV reactor facilities to export license XCOM0165.

NRC has the authority to license, pursuant to your September 21, 1979 letter, exports of nuclear components to Japan (as well as to the European Community, Sweden, and T

Switzerland) for use in light water moderated power reactors listed under those countries in draft Appendix B (List of Foreign Facilities to which Nuclear Equipment May be Exported Pursuant to the General License in ll10.21). However, we are unable to take action on this license arrendment as the specific facilities to be added are not included under draft Appendix B.

So that we may take action on this request, we would appreciate Executive Branch approval to revise draft Appendix B's list of foreign facilities to include Sendai I and II and Takahama III and IV reactor facilities located in Japan.
