Dear Mrs. Tatarek:
I am pleased to respond to your letter of November 23, 1979 to the Nuclear Regulatory Conmission (NRC) regarding the status of Callaway Plant, Units 1 and 2, Wolf Creek Generating Plant, Unit 1, and Black Fox Nuclear Station, Units 1 and 2.
The Callaway Plants, Units 1 and 2, which are under construction in Callaway County, Missouri, are among the four Standardized Nuclear Unit Power Plant System (SNUPPS) standard plants which were reviewed under the MRC's standardi-zation policy using the duplicate plant option. Duplicate plants are plants of the same desi.gn which are to be constructed within a limited time span at multiple sites. The Unica Electric Company is the applicant for '.he Callaway application. Units I and 2 are presently about 43 percent and 0.7 percent complete respectively.
The Wolf Creek Generating Station, Unit 1, located in Coffey County, Kansas is also one of the SNUPPS plants. Kansas Gas & Electric Company is the appli-cant for Wolf Creek, Present construction is about 37 percent complete.
For several reasons, completion of both the Callaway plant and the Wolf Creek plant will be deleyed two years or more beyond the time originally predicted by the utilities when the applications were initially submitted.
Black Fox Station, Units 1 and 2 is located in Rogers County in Northeastern Oklahoma, on the east bank of the Verdigris River approximately 23 miles east of the center of Tulsa, Oklahoma. The Black Fox Station plants will utilize a General Electric Ccapany standard nuclear steam supply system (NSSS) design.
On July 26, 1978, Public Service Company of Oklahoma (PS0) was issued a Limited Work Authorization (LWA) which pemitted PS0 to perform such non-safety-related activities as site preparation; construction of electrical power and water supplies; wastewater holding ponds; railroad spur; roads, parking and drainage facilities; construction buildings and facilities; excavations; and construction of certain non-safety-related permanent structures.

Any consideration for changing from a nuclear plant to a coal plant would of course require a completely new design. Only the power conversion equipment 8001210 i [ [
Mrs. Ronal,d Tatarek JAN 4 1330 in the turbine building could be used in the coal plant design. The utility, for all practical purposes, would be starting over.
If the utility made such a decision, the !!RC would not be involved in the coal plant licensing.
