7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKETS NOS. 50-313 AND 50-368 ARKANSAS POWER & LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDPENTS TO FACILITY OPERATIfiG LICENSES The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendments Nos. 40 and 8 to Facility Ooerating Licenses Nos. DPR-51 and NPF-6, issued to Arkansas Power & Light Company (the licensee), which revised the licenses for operation of Arkansas Nuclear One, Units Nos.1 and 2 (ANO-1&2) located in Pope County, Arkansas.
The amendments become effective on February 23, 1979.
The amendments incorporate the " Arkansas Nuclear One Industrial Security Plan, January 11, 1979" into the licenses.
The licensee's filing complies with the standards and requirements of the Atomic Energy Act-of 1954, as amended (the Act),
and the Commission's rules and regulations.
The Comission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not required since the amendrents do not involve a significant hazards consideration.

The Comission has determined that the issuance of these amendments will not result in any significant environmental impact and that purs'uant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.
The licensee's filing dated January 11, 1979, and the Comission's Security Plan Evaluation Report are being withheld from public disclosure pursuant to 10 CFR 2.790(d). The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 19.12.
