Dear Mr. Denton:
In accordance with Section 73.40(b) of the Commission's regulations, I am transmitting herewith Philadelphia Electric Company's Safeguards Contingency Plan for Peach Bottom Atomic Power Station Units 2 and 3.
Since the enclosed Plan contains informstion relating to the details of the physical security plan for a licensed facility, it is hereby requested that the enclosed documents be withheld from public disclosure pursuant to Section 2.790 of the Commission's regulations.
An affidavit in support of this request for withholding from public dis-closure is attached hereto.
In accordance with Section 170.22 of the Commission's regulations, I am enclosing Philadelphia Electric Company's check payable to the United States Nuclear Regulatory Commission in the amount of $4,400 to cover the review fee.
The amount of the fee is based upon a determination by the Company that the requested review is a Class III type for Unit 2 and a Class I type for Unit 3.

COUNTY OF PHILADELPHIA S. L. DALTROFF, being first duly sworn, deposes and states as follows:
1.
He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read the Safeguards Contingency 'lan for Peach Bottom Atomic Power Station Units 2 and 3 (hereinafter referred to as the " Plan") and knows the contents thereof.

The Plan, which is sought to be withheld from public disclosure, contains details of the physical security plan for Peach Bottom Atomic Power Station.

To the best of his knowledge, information and belief, the information set forth in the Plan has been treated as confidential and proprietary information and has been with-held from public disclosure by the Company in accordance with the Company's practice of treating all information dealing with the details of security procedures as confidential and proprietary information.
4.
The Plan should be considered by the Nuclear Regulatory Commission as confidential and proprietary infor-mation and be withheld from public disclosure on the grounds that it contains details of the physical security plan for a licensed facility, such disclosure is not required in the pub ~ic interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
