This refers to the QA Program and Reactive inspection conducted by Mr. W. E.

Foster of this office on Septe=ber 29 - October 3,1980, of your facility at Philadelphia, Pennsylvania associated with the =anuf acture of switchgear and circuit breakers and to the discussion of our findings with Mr. F. J. Pastore and me=bers of your staff at the conclusion of the inspection.

This inspection was = ace to confirm that, in the areas inspected, your QA Progra= and activities associated with reported proble=s are being effectively handled. Tae inspection effort is not designed to assure that unique quality require =ents i= posed by a customer are being i=ple=ented; nor to assure that a specific p roduct, component or service provided by you to your customers, is of acceptable quality.

As you know, the NRC requires each of its licensees to as:,u=e full responsibility for the quality of specific products, co=ponents or services procuren from others. You should therefore not conclude that the NRC's inspection exempts you from inspections by an NRC licensee or his agents nor frc= taking effective corrective action in response to their findings.

Areas exnrined during the inspection and our findings are discussed in the enclosed report. Within these Iraas, the inspection consisted of an eynnination of procedures and representative records, interviews with personnel, and observaticas by the inspector.

Within the scope of this inspection, we found no instance vaere you failed to meet NRC require =et.s.

In accordance with Section 2. 790 of the Co ission's " Rules of Practice,"

Pari 2, Title 10, Code of Federal Regulations, a copy of this letter together vita che anclosed inspection report will be placeo in the Co==ission's Public Document Room. If this report contains any infor=ation that you believe to be proprietary, it is necessary that you make a written application within thirty (30) days to this office to withnold such infor=ation from public iisclosure.

of which it is clained that the infor=ation is proprietary, and should be prepared so that proprietary infornation identified in the application is contained in a separate part of the document.
