Inspection 80-01 This refers to your letters dated August 4,1980 and May 19, 1980, in response to our letters dated July 16, 1980 and April 16, 1980.
Thank you for informing us of the corrective and preventive actions documented in your letter.
However, your response has been reviewed, and additional infor-mation is found to be needed.
With respect to Item B.1. of the enclosure to our April 16, 1980 letter, our inspector observed three individuals who handled the nosetip with their hands on the day of the inspection. At least one of these individuals was not wearing dosimetry on either hand.
You state in paragraphs 4 and 5 of your August 4, 1980 letter that your evaluation of an individual's extremity exposure is based on film badge readout records for the month in question.
This does not constitute an evaluation of the doses to the hands of the other individuals.
In addition, you state that the individual held the nosetip with his left hand.
We assume that this refers to the part of the process where the individuals held the nosetip with one hand and the aluminum irradiation capsule with the other while trying to separate them.
In your response to this letter, please describe the method used for assigning the dose to the right hand.
In addition, please describe steps that will be taken to improve your procedures for evaluating and controlling radiation exposure to your personnel, and submit an evaluation of the exposure to the extremities of the other individuals who handled the nosetip, including the contribution, if any, from beta radiation.
With respect to your response to Item A of the enclosure to our April 18, 1980 letter, you state in paragraph 7 of your August 4,1980 letter that you deviated from your approved capsule opening procedures only in that you failed to enclose the cutter in a plastic box.
Sub-item 1 of this citation refers to failure to use two remote manipulators to position the capsule in the hot cell. This finding is the basis for paragraph 2 of our July 16, 1980 letter, and our suggestion in paragraph 6 that you amend your license to reflect any changes in your procedures.

In your August 4, 1980 letter, you failed to respond to paragraph 5 of our July 16, 1980 letter, regarding our questions relating to your response to Item C of the Notice of Violation.
In addition, your response was signed by your Radiation Safety Officer and does not indicate that the corrective actions have been reviewed and are supported by corporate management.
Please respond to this office within seven (7) days of receipt of this letter a written statement containing the requested information.
