APPLICATION FOR EXPORT OF TWO POWER REACTORS, INITIAL CORES, AND THREE RELOADS EACH TO TAIWAN (XR-137, XSNM017S3 AND XSNM01754)

Discussion:

Enclosed for the information of the Comission are copies of three license applications dated October 9,1980 from Combustion Engineering, Inc., for the export of two pressurized water reactors, initial cores, and three reloads each to Taiwan.

General Electric and Westinghouse also have applied for licenses to supply these reactors, initial cores and reloads (see SECY-80-146 and SECY-80-263).

Comissioners are requested to advise the staff of any particular issues or information which they can identify at this stage and which they wish included in the staff's analysis.

Pursuant to the Code of Federal Regulations, Title 10, Part 110, Combustion Engineering, Inc. hereby files its application for a license to export two 900 electrical megawatt nuclear steam supply systems to Taiwan, Republic of China. The information required by 10CFR, Part 110, to be included with this application is contained in the attachment to this letter. Taiwan Power Company, the ultimate user of the equipment, has issued specifications for the equipment and we will be one of the bidders responding to these specifications. A contract for the equipment has not been received and, therefore, much of the information furnished at this time must be approximate.

We look forward to your consideration of this application and will be happy to supply any additional infomation required.

The equipment will be used to generate steam for two power plants of approximately 900 electrical megawatt capacity. Each unit will consist of a pressuri7.:d light water nuclear reactor of Combustion Engineering design and associated steam generators, control systems and safety systems.

General description of the equipment.

The equipment consists of two nuclear steam supply systems. Each system consists primarily of a pressurized light water nuclear reactor, two steam generators, four primary coolant pumps, and associated piping.

In addition, the nuclear steam supply system contains auxiliary fluid and electrical equipment systems to control the operation of the reactor and safety and protection systems.
