Dennis L. Ziemann, Chief, Operating Reactors Branch #2, RL DOCKET NO. S0-10 LICENSEE: CO:NONWEALTH EDISON COMPA!N (CECO)
FACILITY: DRESDEN NUCLEAR PONER STATION, UNIT 1 SITARY OF MEETING HELD ON NOVEMBER 12,197S TO DISCUSS CONFOR'WiCE h'ITI!
TiiE CRITERIA 0F IEEE-279 On November 12, 1975 representatives of Ceco net with the staff to discuss the extent that the Dresden 1 design differs from the criteria and recoxnendations of IEEE-279.
A list of attendees is enclosed.
Significant points discussed are sunnarized below:
1.
Dresden 1 Design Features Not in Conformance With IEEE-279 CECO's representatives presented a natrix which identified the itens of :nonconformance with the 21 criteria of IEEE-279 for each of the Presden 1 najor subsystems.
2.
Desinn Inprovements Proposed by CECO to Increase Dresden 1 Confernance With IEEE-279 CECO representatives described actions to be taken relative to installation of a fire detection and suppression system in the Dresden 1 cable tunnni and the planned upgrading of instrumentation inside the containment that cannot be docunented as being qualified to operate under Design Ensis Accident environmental conditions.
3.
.Tustification for Variance from the Criteria of IEEE-279 Ceco representatives prcVided bases for their position that a complete electrical retrofitting of Dresden Unit 1 is impractical and unjustified.
the bases included:
a.
Operating lfistory
,?.
b.
?bsence of connon damage inode such as high energy lines or rotat ng co'tip tent in areas such as the cable tunnel where adequate sepa-ration has not been provided.

The staff provided clarification to the licensee in several areas relatir.g to our methods of analyzing single failures and requested that CECO submit the information, that they provided orally at this meeting, as soon as possible on the Dresden 1 Docket. The following infor: ration was specifically requested:
a.
A natrix identifying the items of nonconformance with the 21 criteria of IEEE-279 for each of the Dresden 1 najor sub-systems.
b.
A detailed description of the actions planned by CECO to provide increased confomance with IEEE-279 in the above aress of nonfonfomance.
c.
JustificaGon, including cost-benefit analyses, where relied on, for items of nonconformance not being corrected.
