Dear Mr. Ballard:

Thank you for participating in the meeting concerning the Bailly Nuclear I dewatering criteria held at the Ramada Inn, Indianapolis on January 31, 1980.

We appreciated the opportunity to present our concerns over the proposed dewatering criteria for the construction site.

We hope that the data provided by the United States Geological Survey is useful in reviewing NIPSCO's proposed revisions in the dewatering plan for the Bailly Nuclear I construction site. The Department of the Interior trusts that NIPSCO will refrain from any dewatering of the confined aquifer until all parties are assured that such dewatering will not adversely affect the Indiana Dunes National Lakeshore, including Cowles Bog National Natural Landmark. In this regard, the Department respectfully requests that the Commission refrain from giving its final approval to NIPSCO's proposed revisions.in its dewatering plan until that time. Likewise, we urge that the revised monitoring plan sub-mitted by NIPSCO be carefully scrutini:cd before its approval in order to ensure its adequacy with respect to.the concerns that have been raised.

We look forward to the continued exchange of information among all parties and to the cooperative resolution of our respective concerns.
