On August'15,1979, Mr. Shea sent the enclosed letter to Mr. fiosen:o requesting Executive Branch views on the impact of recent changes in the Indian government leadership on earlier Executive Branch analyses con-cerning the Tarapur fuel export license application.

As that letter indicated we would, we have deferred further consideration of this application pending a response to that letter.

Now that the elections in India are over, we would appreciate your response at the earliest practicable time in order that the Commission can fulfill its statutory responsibilities on this license application.

regarding India's nuclear programs and policies in connection with our

The recent ' chances in the Indian covernment leadership could, of course, '

have an importar.t bear.ine on our deliberations with regard to this and other pending execrts for India.

Accordinciy, as soon as you celieve that the situation in India has stabilized sufficient]y to permit the Executive Branch to assess the inplications of the coverr.cental changes, the Cornissicn would appreciate receiving the Executive Branch's assessment of the impact of these deveicpnents en the Executive Eranch analyses of !! arch 23 and Julv 5 concernine the Tarapur fuel expert license application, including an evaluation of the likely policy of the future Irdian government with' regard to nuciecr expiosives deveicament.
