Dear Mr. Bettencourt:
Due to a variety of circumstances beyond our control, State and local representatives attending our New York workshop on the proposed emergency planning rule did not have the opportunity for a meaningful dialogue with the Nuclear Regulatory Commission. This dialogue is necessary if the final rule is to reflect the full range of thinking by those who will share in its implementation. While we may disagree with some of the details of the proposed rule, I sensed that we all agreed with the importance of upgrading emergency preparedness to protect the health and safety of the public.
I would appreciate it, therefore, if you would kindly send me as soon as possible the comments that you intended to make at the workshop.
The rule contains a number of alternatives. The comments from State end local governments will influence the development of the final rule.
