Dear ?!r. Engelken:

I&E Bulletin 79-02, dated !! arch 8, 1979, with revisions and supplement, requires all licensees and permit holders for nuclear power plants to review the design and installation procedures for concrete expansion anchor bolts used in pipe support base plates in systems defined as Seismic Category 1.

This response addresses issues raised in Revision 2 of the bulletin dated Novenber 8, 1979.

Other responses were provided in our letter dated July 6, 1979.

Specific additional, responses are required for Items 5, 6, 7 and 8 of the revision to the bulletin.

Our responses are.idicated as follows:

" Determine the extent that expansion anchor holts were used in concrete block walls to attach niping supports in Seistni c Ca teo,ory I systems."

RESPONSE

Ue have as a result of our review identified no piping supports for Seismic Category 1 or safety-related systens which are supported f rom concrete block walls.

" Determine the extent that pine supnorts with expansion anchor bolts used structural steel shapes instead of base plates... verify that thc anchor bolt and structural steel shapes in these supports were included in the actions performed for the bulletin."

RESPONSE

Structural steel shapes were not used as criteria for pipe supports to be excluded f rom t' actions to be perforned for the bulletin.

ITEM 7

" Provide a schedule that details the completien dates for I&E Bulletin No. 79-02, Revision 2, Items 1, 2 and 4."

RESPONSE

There were 183 supports identified as being covered by the bulletin.

Sixty-one of these are inaccessible during power operation.

We have completed the analysis and testing of the supports in accessible areas.

Af ter publication of the original list of 183 supports, Bechtel began work on the requirements of ISE Bulletin 79-14.

After completion of this work, they started reviewing the support drawings to determine if any were overlooked that should have been identified to satisfy Bulletin 79-02.

This review disclosed that 89 hangers had been missed. Approximately ten of these are inaccessible during power operations. Analysis and testing of the remaining supports in accessible areas are proceeding at this time.

The analysis is expected to be completed for all of these supports by January 11, 1980.

All testing and repair of these additional supports, as well as the supports currently inaccessible, are expected to be comnleted prior to the end of the January, 1980, refueling outage, approxi-mately March 4, 1980.

A program to assure that all Seismic Category 1 supports have been identified and testing is being developed at this time.

The exact details of this program have not yet been determined.

The details and results of this program will be submitted to Region V when completed.

ITEM 8

"... report in writing within 30 days of the date of this revision issuance,...

completion of your review.

For actions not yet complete, a final report is to be submitted upon ccmpletion o-yeur action."

RESPONSE

An interim report is being prepared and will be conplete by December 21, 1979, providing details and results of the actions perforned to date.

All other reports will be prepared in accordance with Item 8 of ISE Bulletin 79-02, Revision 2.
