Dear Mr. Ziemann:

The following action plan is proposed for resolution of the issue raised in Reference (a) for Dresden Unit 1.

1.

Develop a list of floor mounted safety related electrical equipment using the Inservice Inspection Program P&ID's and the SEP listing of safety related electrical equipment transmitted to the NRC on December 1, 1978 as the basis for the safety related electrical equipment listing.

2.

Field review each of the items on the list and determine if positive anchorage exists.

(An undocumented random spot check indicates positive anchorage does exist.)

3.

Provide the results of this review to the NRC by March 10, 1980.

4.

Dresden Unit I was designed for static earthquake loads, therefore the question of whether or not the anchorage system has been engineered with adequate capacity will be included in the seismic reevaluation of the plant.

This issue will be addressed prior to plant start-up from the current outage.

During the course of the review in step 4 a random sample test of anchors will be made to determine the quality of the installed anchorage system.

6.

A general review of Dresden 2 is being made in regards to non-seismic Category I auxiliary items.

The results of this review will be implemented on Dresden 1 prior to the unit returning to service.
