SUBJECT:
MEETING WITH PETER ANDERSON OF WISCONSIN'S ENVIRONMENTAL DECADE On January 2,1980, I was visited by Peter Anderson of Wisconsin's Environmental Decade, who asked to spend a few minutes discussing a few matters regarding the steam generators at Point Beach, the subject of a public Commission meeting later that morning.
Being unaware at the time of the potential e_x_ parte question involved, I talked with (or rather, was talked to by) Anderson for perhaps five minutes.
Because I have been informed there may be an ex parte consideration involved, pursuant to 10 CFR 2.780(c) I am writiiig this memorandum to sumarize Mr. Anderson's visit.
To the best of my recollection, the conversation was very similar to the one sumarized by William L. Clements in his January 16, 1980 memorandum to the Public Document Room (copy attached).
I suggested that Mr. Anderson put his concerns in a letter to the Comission.
I have neither seen such a letter nor talked further with Mr. Anderson.

SUBJECT:
MEETING WITH PETER ANDERSON OF WISCONSIN'S ENVIRONMENTAL DECADE On January 2,1980, I met with Peter Anderson who represents Wisconsin's Environmental Decade to discuss the petition filed by the Decade pursuant to 10 CFR 2.206 regarding the Point Beach facility. At the time, I was unaware that a proceeding had been commenced involving the Decade and Wisconsin Electric Power Company (WEPC0) arising from the confirmatory order issued by the staff effective November 30 modifying WEPCO's operating license for Point Beach Nuclear Plant, Unit 1.
In light of this pending proceeding, pursuant to 10 CFR 2.780(c), I am hereby notifying the parties to the Point Beach License Amendment proceeding of my conversation with Mr. Anderson.
Mr. Anderson and I discussed the desirability of a metallurgical analysis of the five tubes ident.'fied in the licensee's November 16 LER to determine whether they were also subject to intergranular attack.
Mr. Anderson suggested a blind test of the results of the eddy current testing for these five tubes in order to determine whether the defects identified in the LER actually dated to pre-1975. fir. Anderson indicated that the staff of the Wisconsin Public Service Commission had represented to him that information obtained from the licensee suggested that inter-granular attack proceeded slowly to a level of 40% defective at which time it progressed rapidly to an 80% or 90% level. We also discussed briefly Mr. Anderson's understanding of the circumstances surrounding the issuance of the licensee's November 16th LER. Finally, f1r. Anderson suggested that, in some instances, tha licensee's laboratory data from eddy current testing do not agree with the results of metallurgical tests performed on tubes removed from the steam generator.
I suggested to Mr. Anderson that he document his additional concerns in a letter directed to the staff with copies forwarded to the Commission.
