Dear Mr. Brunner:
Pursuant to the provisions of Section 2.201 of the NRC's Rules of Practice, Part 2, Title 10, Code ci Federal Regulations, this repoM is submitted in reply to your letter of December 5, 1979 vhich informed the Northeast Nuclear Energy Company of certain activities conducted in apparent noncompliance with NRC require =ents.
ITEM OF NONCOMPLIANCE Technical Specification 6.8.3 states, in part:
" Temporary changes to procedures...may be made, provided:
b.
The change is approved by two members of the plant management staff, at least one of whom holds a Senior Reactor Operator's License on the unit affected.
The change is docu=ented, reviewed by the PORC/SORC as applicable, c.
and approved by the Unit Superintendent / Station Superintendent within lh days of implementation."
Contrary to the above, a temporary procedure change was made to SP 2601D, " Power Range Safety Channel and Delta T Power Channel Check",
Revision 1, dated March 19, 1979. without the required approval by two members of the plant canagement and subsequent PORC review.

RESPONSE
Corrective steps which were taken consist of the folleving:
1.
An interim change (Change h to OP 2601D, Revision 1) to incorporate the editorial / clarification ecc=ents was initialed and approved on October 5, 1979 2.
The Operations Department personnel are being reminded of the requirements for properly approved procedure changes for even editorial type changes.
The corrective action (item 1) was co=pleted on October 5, 1979 Action to prevent recurrence (item 2) vill be a reetphasis of the requirements for procedure changes, will be documented by a review of this letter and vill be completed by January 31, 1980.
