Dear Mr. Partlov..
In accordance with the provisions of 10 CFR 70.32, the General Electric Company Vallecitos fluclear Center (GE-VNC) submits herewith six (6) copies of a proposed revision to Reference 3, the naterial control and accounting plan for Plant 5 (Advanced Fuels Laboratory).
This revised FNtA Plan is submitted as a descrip-tion of the material control and accounting ocerations of Plant 5 as we would operate with the SNM inventory limited to not ore than one effective kilogram.
Therefore, this revised plan is responsive to those rules that are applicable to licensees authorized to possess such amourts of SNM.
To aid your approval of this plan, we have enclosed a listing of procosed changes to P,eference 2 to complement the revised plan.
This revised plan and the proposed changes to the license conditions are the result of a series of prior correspondence and discus-sion (see References 4 through 7).
Recommendations made by "r. Partlow and his staff have been incorporated in these docurents which, upon NRC approval, would supersede References 2 and 3 above in total, e

Since Plant 5 will eventually be covered by the provisions of 10 CFR 73.47(d)(1) through (11), v;e are maintaining the physical security for Plant 5 at these levels. Additiorally, when compliance with 10 CFR 73.47 is re-quired for the other Vf;C plants, the physical security for these plants will be maintained at the levels required by this rule.
We have determinec this licensing action to be a ninor Safeguards amer.dment, pursuant to 10 CFR 170.31.
Accordingly, a check for $6,200.00 is attached.
As the two enclosures contain infcrmation concerning the safeguarding of SiiM, GE-VliC requests that they be withheld from public disclosure, pursuant to 10 CFR 2.790(d).
We look forward to the October 4, 1979 meeting in Washington with your staff and the confirmation of approval of these proposals.
