POST-LOCA HYDROGEN CONTROL SYSTEMS - HYDROGEN RECOMBINER Air Products & Chemical, Inc. (APCl requested a meeting with the staff to discuss the APC hydrogen recombiner including seismic qualification. A meeting was held with APC on February 11, 1980 in Bethesda, Maryland. A list of attendees is enclosed.
APC has extensive experience in the design and manufacture of hydrogen recombiner systems for application to both P'.d (radwaste treatment systems) and BWR (off-gas systems) plants. Catalytic recombiners have been designed and manufactured by APC for many years for industrial gas production and purification. The "CATAGUARD" recombiner unit was described as a system that can treat 50 to 100 scfm of gas, with a hydrogen removal efficiency of essentially 100% at inlet hydrogen concentrations greater than 0.1%.
Testing of the complete system was started in 1977 and includes 88 cold /
hot tests. The seismic qualification testing was described to have success-fully met the following criteria:

APC indicated that they may develop a generic topical report on the hydrogen recombiner and submit it outside of the staff review of the WPPS docket. The WPPS plant will use permanently installed recombiners. APC would contact the staff subsequently on this matter.
