Gentlemen:
The Calvert ' iffs Fire H,zards Analysis dated December 21, 1979 (see referenc_) and other submittals pertaining to fire protection modifications dated November 13, 1979, December 31, 1979, January 11, 1980 et al were submitted for NRC review and approval in advance of the implementation dates listed in Table 3.1 of the NRC's Safety Evaluation Report (SER) of September lb. 1979 Although we are convinced that our analyses, criteria and proposed modifications constitute a sound apprcach to the upgrading of the Calvert Cliffs Fire Protection System, we are acutely aware of the need for NRC approval and the potential for changes to our approach. Consequently, as discussed with Messrs.
Ferguson and Conner of NRC Staff on J,nuary 30, 1980 and as reiterated to Mr. Lee of the Staff on February 12, 1980, due to the tight schedule for making recuired modifications by the dates set forth as the SER, we will need an indication of NRC concurrence as soon as possible. To this end, Mr. Ferguson indicated that the Staff would conduct a mini-review of our submittals for general acceptability by February 6th or 7th, and complete the full review by March 21, 1980. As discussed with Mr. Lee, we have not yet received the results of the mini-review.

Beid February 22, 1980 While ve fully appreciate the heavy workload currently carried by NRC Staff, ve must re-emphasize that our commitment to the specified implementation dates is based upon the scope and concepts outlined in our Fire Hazards Analysis. Any fundamental change to our criteria vill result in a reexamination of the implementation dates.
