GIT A HUMBOLDT BAY POEER PIANT UNIT NO. 3 Response to Request for Information Related to IE Bulletin No. 79-23 The subject Bulletin requested that each plant conduct a review to determine that adequate protective measures have been taken to assure that safety-related process, instrument and sampling lines do not freeze during extremely cold weather.
The required review has been completed and we have de+ ermined tnat adequate protective measures exist or have been provided. During the entire operating history of Humboldt Bay Power I'lant Unit No. 3 (since 1963) and the adjacent fossil units (since 1956), no process line haa ever frozen.
Only once during the plants history have any sample or instrument lines frozen (December,1972), and this did not involve any cafety related lines or affect the operation of the Unit. These lines were thawed and wrapped with electric heat traced insulating tape and no further problems have occurred.
