Dear Sir:

NRC IE Bulletin 79-24 requested that operating plants review their design to determine that adequate protective measures have been taken to assure that safety-related process, instrument, and sampling lines do not Ireeze during extremely cold weather. We have previously reviewed the design of Trojan as the result of the unusually cold weather that was experienced during the 1978-1979 winter.

Several safety-related process, instrument and sample lines located in the exposed facade area between the containment and Turbine Building were found to be subject to freezing condition during cold weather.

The design of a permanent enclosure for this area is in progress but will not be completed before the onset of cold weather this winter.

In the interim period, we will install temporary heat tracing on those safety-related lines subj ec t to freezing and a temporary enclosure at the entrance to the facade area to reduce the air flow and associated chill factor in the area.

This action will be completed by November 25, 1979.
