Application Amendment N-3, Training Programs With reference to activities authorized by SNM-1097 at its fuel fabrication plant in Wilmington, N.

General Electric Company hereby requests a change in wording concerning training programs, as described in Section 6.1.3 on page A-42 of Appendix A to SNM-1097.

Specifically, the requested change refers to the second paragraph of Section 6.1.3 on page A-42.

In the first line of this paragraph, we wish to change the words, "A separate training program will be established for each type of..." to read, " Training programs will be established for each type of..."

(See Attachment 1.)

The present wording referring to training programs in Section 6.1.3 of Appendix A to SNM-1097, requires a separate training program for each working position in the fuel manufacturing operation.

However, our experience with the training programs has demonstrated that, in some cases, parts of or c'l of the training program for one such position may be identical to that for another position.

Also, the training programs are not fixed in scope or emphasis but are changing to meet the needs of our business.

Therefore, we are requesting the aforementioned change in the relevant license condition to assure that the potential for a technical non-compliance to the license condition does not exist as far as our training programs are concerned.

On April 18, 1977, we made the same request relative to this wording for criticality safety training in the second paragraph of Section 5.1.8 of Appendix A to SNM-1097, and your office subsequently granted approval for this change. contains a copy of this request letter and of your approval.

General Electric Company believes that the granting of rhis amendment request is not contrary to the public interest.

Is (c) Audits of In-house Radiation Safety Program The in-house radiation safety program shall be audited on an annual basis by an appropriate organization outside of that responsible for the in-house program.

6.1.3 Training Training programs in radiation safety shall be in ef fect and shall include training in the requirements of 10 CFR 20, license requirements, methods of controlling radiation exposure, protective methods and basics of radiation effects. All personnel working in radioactive materials areas or in radiation areas shall receive an indoctrination lecture prior to starting work followed by a series of training programs.

Periodic se ety meetings including radiation safety topics shall be attended by persons who work in radiation areas.

  • Training programs *will be established for each type of eorking position, such as foreman, supervisor, equipment operator, radiation protection technician, etc., commensurate with health and safety responsibilities associated with each such position.

The ef fectiveness of the training programs in radiation safety shall be verified by the radiation safety function.

6.1.4 Records

. All records associated with activities described in Section 6 of this Appendix A shall be generated and retained in such a manner as to comply with the relevant requirements of 10 CFR 20 and th'e Commission's licen_s,e, to which this Appendix A is attached.
