REVIEW OF LICENSE AMENDMENT APPLICATION DATED JULY 30, 1979 Backaround The licensee is currently authorized to receive fuel and accessories for eventual use in the Zimmer Nuclear Power Station - Unit 1 The original application for license dated March 8,1978, contained the statement,

" Fuel bundle handling operations are performed by CG&E personnel in accordance wt th approved procedures." The subject July 30, 1979 application requests that this statement be amended to read, " Fuel bundle handling operations are performed by CG&E personnel or by employees of the Henry J. Kaiser Company, plant constructor, working under the direc' supervision of CG&E employees in accordance with approved procedures."

Discussion The proposed change is entirely administrative and has no effect on the nuclear or radiological safety or environmental aspects of the operations.

Approving the proposed change therefore does not affect the findings on which were based the issuance of the license.

However, since the application indicates Kaiser personnel will only operate the temporary wheel mounted crane, we will limit Kaiser participation to this activity.

Recommandation Based on the above I recommend that the license amendment be issued as indicated above.
