Background

Combustion Engineering (CE) by letter dated April 27, 1978, and its supplements dated February 13, August 24, and September 26, 1979, submitted a plan for coping with emergencies.

The plan and associated supplements were reviewed using the criteria in Appendix E of Part 50, particularly the elements listed in Section IV, and in Regulatory Guide 3.42, " Emergency Planning for Fuel Cycle Facilities and Plants Licensed Under 10 CFR Parts 30 and 70" (RG 3.42), dated August 1977.

Discussion A.

Organization - Notification The licensee has established an emergency plan for coping with incidents such as criticality, fire, explosions, release of radioactive materials, and personnel injury.

The CE Emergency Response Organization is headed by the Production Superintendent who has been delegated authority as Emergency Director by the Plant Manager.

The Emergency Director is aided by an emergency team of plant and staff members.

Parsonnel emergencies are declared by facility supervisory or management personnel.

The Nuclear and Industrial Safety Group determine whether medical treatment and/or personnel decontamination is necessary.

The Emergency Director is responsible for declaring and classifying all other 800228" O M

2 emergencies and is responsible for the notification of off-site support agencies.

Responsibility for specific activities such as conduct of operations, supervision of surveys and rescue operations, control of evacuating personnel, training, drills and maintenance of the emergency procedures is assigned to specific positions in the organization. All emergency team leaders (e.g., Supervisor, Nuclear Licensing Safety and Accountability, Site Security Officer, Fire Marshall) report to the Emergency Director who has overall responsibility for the facility in the event of an emergency. He has delegated this responsibility to the shift foremen in his absence. Alternates are also designated for the other key positions on the emergency team. These include the radiological and safety advisor, the fire marshall and site security officer.

Each supervisor is responsible for proper implementation of the emergency plan in his areas.

The Nuclear and Industrial Safety Group is responsible for the nuclear criticality, radiation safety and first aid activities.

Medical treatment, outside of hospitalization, is performed by a private physician under contract with CE.

Onsite security, fire fighting and maintenance services are provided by plant security, fire brigade and maintenance services personnel, respectively.

Onsite personnel are notified of an emergency by telephone or. by direct voice contact to remain inside the building or by manually activating the non-nuclear alarm (loud, continuously ringing bell) to evacuate to the designated atsembly area.

In the event of a criticality incident, a nuclear alarm (intermittent horn) is automatically sounded. A separate emergency telephone line, not connected to the plant telephone system, may be used to contact offsite support agencies.

Two-way radios (battery operated) are available for comunications within the facility during an emergency. The plan identifies local, state and federal agencies that will provide support in the event of an emergency and the means of notifying the agencies.

B.

Special Personnel Technical support and consultation in the areas of nuclear criticality safety, radiological safety and industrial hygiene are provided by the Nuclear Licensing and Safety Supervisor, CE Windsor Facility, upon request.

C.

Notification Criteria The CE emergency plan classifies incidents into five categories that.

require notification of offsite local, state and federal authorities.

However, procedures to cope with the category of General Emergency are not provided since the events in this category are judged not to be credible during the lifetime of the facilities.

Examples of each type credible emergency and response action for each are identified.

Outside Agencies The procedures provide directions for the facility emergency organization to request participation of outside organizations and agencies whose services are needed.

Agreements have been reached with the following organizations:

1.

Barnes Hospital 2.

Hematite Fire Protection District 3.

Festus Fire Department (assistance to Hematite Fire Department, when needed) 4.

Joachim>Plattin Townships Ambulance District 5.

Jefferson County Sheriff Department 6.

Private physician (provides medical support to CE as required) 7.

Department of Energy (DOE) Oak Ridge Area Office A copy of the agreement with DOE will be provided by CE when available.

CE is working with State of Missouri agencies (e.g., Disaster Planning and Operations Office of the Missouri Department of Public Safety) to incorporate the CE plan into the State plan (presently being prepared).

A list of other cognizant government agencies to be contacted in an emergency involving a consideration within their jurisdiction include the following:

NRC, Region III Office 2.

Missouri Department of Public Safety, Disaster Planning and Operations Office 3.

Missouri Division of Health, Bureau of Radiological Health 4.

Missouri Department of Natural Resources 5.

Environmental Protection Agency 6.

Missouri Highway Patrol 7.

Federal Bureau of Investigation The contact would normally be in the form of notification although a request for emergency assistance would be made as needed.

E.

Maintenance of Organization and Procedures The licensee will review and update the Emergency Plan and procedures at least annually.

A license condition shall be added to limit changes to

4 the Emergency Plan without prior Commission approval to those that would not decrease its effectiveness. All written agreements are reviewed and updated every two years.

F.

First Aid and Decontamination Facilities In addition to identifying required onsite first aid, decontamination and perscnnel monitoring equipment and supplies, decontamination and/or treatment is provided at the Barnes Hospital in St. Louis, Missouri.

Although there is no licensed medical doctor onsite, a licensed private physician is retained to provide medical treatment when hospitalization is not required.

G.

Offsite Treatment of Personnel The Barnes Hospital has developed detailed procedures for the further decontamination and/or treatment of contaminated personnel.

These include the following:

1.

Methods and details of notification of Barnes Hospital emergency room 2.

Individuals to be notified 3.

Preparation of emergency room before arrival of patients 4.

Examination and care of patients on arrival H.

Personnel Training The licensee has committed to maintain emergency preparedness through a continuing program in which CE personnel receive training in the emergency procedures.

The frequency of refresher training varies from semi-annually for the members of the fire brigade to annually for emergency team leaders and operating personnel.

In addition, first aid personnel receive refresher training every two years.

Personnel of the local fire departments are trained annually in fighting fires involving radioactive materials and are familiarized with the location of the areas in which radioactive materials may be present.

I.

Practice Drills Semi-annual site emergency evacuation drills are conducted to test promptness of response, adequacy of procedures, emergency equipment and overall effectiveness of the emergency plan.

At least one of the drills involves participation of offsite agencies to test the communication links and notification procedures.

Records Records are maintained of all training, drills and exercises.

Based on evaluations of the effectiveness of the training program, exercises and drills, revisions are made as appropriate to increase their effectiveness.

K.

Re-entry Criteria The CE plan includes the basic recovery criteria.

The criteria are divided into the following categories:

1.

Protection of health and property (other than life-saving situations) 2.

Life-saving actions No personnel are allowed to re-enter the affected plant areas unless authorized by the Emergency Director.

Prior to startup of operations, after termination of an emergency, radiation levels will not exceed normal operating levels, as specified in the SNM-33 license.

Deficiencies ideatified in the investigation of the incident will be resolved prior to resumption of operations.

L.

General Emergency Planning at CE was discussed on July 19, 1979, with W. L. Axelson, Region III Radiation Specialist.

It is his opinion the plan meets the intent of RG 3.42.

His suggestion that coordination of the plan with offsite support organizations be improved is being implemented. This includes working with the State of Missouri on the development of their plan, as it involves support to CE and training of offsite fire fighting personnel.

M.

Conclusion The emergency planning for CE meets the requirements of 10 CFR 50, Appendix E and provides a basis for an acceptable state of emergency preparedness.

Issuance of an authorizing amendment to the CE license is recommended subject to the requirement that the licensee makes no changes to the Emergency Plan dated April 27, 1978, and its supplements dated February 13, August 24, and September 26, 1979, which decrease the effectiveness of the plan without the prior approval of the Commission.

Other changes to the Emergency Plan shall be promptly submitted, for information purposes, to Region III Office of Inspection and Enforcement and to the Of ice of Nuclear Material Safety and Safeguards.
