50-328 The following is a revision to my letter to you dated February 13, 1980.
During fuel loading and low power testing, TVA will provide supplemental onshift coverage by individuals with significant experience in the fuel loading of large Pressurized Water Reactor (PWR) plants or with one year's experience in the operation of large PWR plants.
During the initial fuel loading, principal onshift coverage will be provided by Westinghouse Electric Corporation employees who are specialists in this operation.
TVA has contracted with Nuclear Services Corporation (NUS) and with Nuclear Startup Services Corporation to provide employees with significant experience in the operation of large PWR plants to function as " shift operation advisor" to TVA's shift engineer. At least one of these individuals will be on each shift whenever the plant average reactor temperature is greater than 350 F.
