REVIEW 0F LICENSE RENEUAL APPLICATION DATED MARCH 18, 1979, AS SUPPLEMENTED BY LETTER DATED JULY 24, 1979

Background

Goodyear Aerospace Corporation was issued Materials License No. SNM-1461 on January 14, 1974. The license has been used in conjunction with Goodyear's research and development work on the enrichment of uranium using the centrifuge technique.

By letter dated December 21, 1978, Goodyear requested that their license be renewed. As a result of staff review, the application was resubmitted by letter dated March 19, 1979, and the applicat'on was supplemented by a letter dated July 24, 1979.

Discussion A detailed safety evaluation of the proposed Goodyear operations was made in January 1974, prior to issuance of License No. SNM-1461.

No significant changes have been made in the facility operation or possession limits since issuance of the initial license, therefore, the initial evaluation is still valid.

Personnel exposures and releases to the environment over the past 5 years at the Goodyear facility have been very low.

The highest level of whole body radiation for one month was 0.055 rem and for approximately 5 years was 0.120 rem.

No measurable internal deposition of uranium has been detected by bioassay tests, and no measurable alpha radiation has been detected by 6 continuous air monitors which have been in use in the facility since 1974.

Region III, Office of Inspection and Enforcement has inspected the Goodyear facility on two occasions and no items of noncompliance were found.

Mr. Charles Peck, the Region III inspector, stated on July 24, 1979, that he had no objectio., to the renewal of the license.

Conclusion and Reconnendation Based on the facts summarized above, I believe the license can be renewed without undue risk to the health and safety of the public.

Approval of the renewal request is recomended.
