Thanks for the note and memo on evacuation.
I know that some of the media reports and also some of our discussions with Congressmen at hearings over the past ten months seem to focus on evacuation to the exclusion of other measures.
Also, our current requests to licensees for emergency response analyses are pretty much evacuation-oriented.
I've always tried to speak in terms of " protective actions" that might be taken in an emergency, with sheltering, KI pills, etc., included with partial or full evacuation under that label.
Certainly, for most accidents that require offsite protective actions, sheltering will be a preferred ccurse beyond a quite limited distance.
Unfortunately, the need to have some reasonable level of preplanning in place for the more extreme, but also much less likely events tends to get all the attention by press.
Congress, etc.
