Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3

hereby requests that the Technical Specifications contained in Appendix A of the Operating Licenses be amended by revising section 3 8.C.9 as indicated by a vertical bar in the marcin of attached page 209.

Page 209a is added due to redistribution of naterial on the revised page.

The present Technical S pe c i f i ca t i ons requires purging of the containment through the Standby Gas Treatment System (SGTS).

The p rop osed revision would pe rmit purging of the primary containment

t through the Reactor Building Ventilation Exhaust systen when the same conditions that permit breaching the primary containnent integrity exist.

These conditions require the react or t o be in the cold shutdown condition and the p rima ry system depressurized thus mitigating the potential f or a radioactive release.

The SGTS provides a c ommon p os t accident filtration system for both Peach Bottom units.

The above revision to the Technical Specifications is requested to eliminate a p ot en t ia lly adverse impact on the availability of the SGTS for the operatinc. unit when certain planned maintenance and construction activities are in progress on the Unit that is shutdown.

It is anticipated that Peach Bottom Unit No. 2 and No. 3 suppression chambers (t orus )

will need t o be dewater.d during future refueling outages to accommodate structural improvements and coating repairs to the torus.

The coating activities will generate significant quantities of volatiles that w ou ld rapidly reduce the abs o rp t i on capabilities of the charcoal filters in the SGTS.

Capability to e xh a u r. t to the React or Building Ventilation Exhaust system would e li mi n a t e unnecessary restriction of the SGTS required for the operating unit.

Portable filtration u ni t s or other ap p r op ria t e measures will be utilized to control airborne activity in the suppression chamber.

The p rop os ed amendment involves a single safety issue deemed not to involve a significant hazards consideration-the ef ore,

pursuant to the requirements of 10 CFR 170.22, " Schedule of Fees for Facility License Amendment", Philadelphia Electric Conpany p rop os es that this Application for Amendment be considered a Class III Amendment for Unit No. 2 and a Class I for Unit No.

3.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed this p rop os ed change to the Technical Specification and have concluded that it does not involve an unreviewrd safety question or a significant hazards consideration and w.11 not endanger the h ealt h and safety of the public.
