R. L. Stevenson Backaround Amerd.ent No. 9 to SNM-1227, issued July 5,1977, authorized fabrication operations on a limited number of zirconium clad fuel rods containing uranium oxide at 10% enrichment, but the authorization expired December 31, 1977. The subject application requests reinstatement of Amendment No. 9 until December 31, 1979.

Discussion The safety basis for issuance of Amendment No. 9 was discussed in J. C. Delaney's review memorandum of July 5,1977.

Reinstatement of Amendment ilo. 9 would impose the same mass and spacing limits forming the basis for the scfety conclusion, which remains valid.

Conclusion Approval of the amendment application is recommended.
