SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 - NRC-0IE INSPECTION REPORT 327/77-30 and 328/77 REVISED RESPONSE TO INFRACTION 328/77-21-02 The subject letter dated February 8,1978, cited TVA with three infractions. A final report on infractions 77-30-01 and 77-21-01 was submitted on September 15, 1978.

The response to infraction 77-21-02 was submitted to your office on March J, 1978.

It was satisfactory and was carried as an open item in NRC-0IE Inspection not Report 327/78-24 and 328/78-19.

Enclosed is our revised final report on infraction 77-21-02.

ENCLOSURE REVISED RESPONSE TO INFRACTION 328/77-21-02 Infraction Criterion V of Appendix B to 10CFR50, as implemented by FSAR Section 17.lA.5, requires in part that activities af fecting quality shall be accomplished in accordance with instructions, procedures, or drawings.

Paragraph 3. 3.1 of Proj ect Construction Specification N2-G-877 specifies "All instrumentation and electrical systems located in a Category I that structure are seismic mounted."

Contrary to the above requirement, the supports for the lighting trans-former mounted on column WCA 11.5 in Seismic Category I additional equipment Room #2 in accordance with Drawing 45N-827-7 were not seismically analyzed, nor do they meet seismic requirements.

Correct ive_ S_tep_s Which llave Peen Taken and the Results Achieved 1he lighting transformer support was redesigned and analyzed for seismic loads.

Insta11atlon of the new support was completed on February 18, 1978.

Corrective Steps Which Shall Be Taken to Avoid Further Noncompliance Non-Class IE instrumentation and electrical equipment located in Seismic Category I buildings has been reviewed for seismic mounting.

As a result of this review, it is established that all of the instrumentation and electrical equipment under discussion has been installed to the seismic requirements of the design drawings, and future contracts for such equipment will specify the seismic requirements.
