Dear Chairman Smith:
I enclose a copy of a proposed order covering the addition and deletion of parties.
This proposed order has been approved by all parties.
Please accept my personal apology to you and the Board for its not having been filed earlier.
The only explanation is that there was a f ailure of communication within my office.
I am embarrassed that because of my error, my clients would be out of compliance with the Board's order.
~ further regret my own failure to fulfill my obligations to the Board.
I take note that there are no additions of parties.
St.
Cloud and Key West, who sought to be added as parties in Docket No. P-636-A, joined in the August 9, 1976 joint petition in this docket.
