This letter is forwarded to provide prtrot notification of Reportable Occurrence R0-7$-05/IP as required by the Millstone Unf t 1 Technical Spect fications.

On February 76, 1979 at 0205 hours0.00237 days <br />0.0569 hours <br />3.38955e-4 weeks <br />7.80025e-5 months <br />, during ree-r ascension, a Tervet Pnck Safety / Ret ter Valva (1-PG-3r) lifted prmturely and feiled to rescat at the reset pressure.

This resulted in an uncontrolled blowdown in which the Technical Specification nonm1 cooldown rate limit of 100 dagrees per hour was exceeded by 5 degrees.

Results of the invee,tigat fon into the incident and further analysis wfil be included in the followup 14 day report.
