Dear Dr. Miller:

We have reviewed the Emergency Plan you submitted December 18, 1978, and there is some additional infomation needed to complete our evaluation. Please provide answers or documents as necessary in response to the following:

1)

In Section 0.2 Reactor Site, please clarify locked doors G3, G4, G5 and F2. Will the doors open out-wards in an emergency without keys? Are keys readily available for use by fire, police or other emergency personnel?

2) The Texas A&M University Radiological Emergency Plan, Appendix B, is referenced in the following sections of the Reactor Emergency Plan:

3.2, 3.3, 4.1, 4.4.2, 4.5.2, 4.5.3, 4.5.4, 5.2, 5.3, 6.1.1, 6.1.2, 6.2 and 6.3.

The document has not been submitted.

Please submit the Texas A&M University Radiological Emergency Plan.

3) The Emergency Plan should include copies of letters of agreement with local, state and federal agencies, in-cluding hospitals, fire, police, ambulance service, who may be called upon in an emergency.

In Section 5.3, please describe fire and smoke detection devices for the reactor facility and the Zachry Engin-eering Center.

In Section 6.1.1, please describe training for first aid, air breathing apparatus, and fire fighting and its frequency and specify the trainees.

6)

In Section 6.1.2, training should include initial and periodic familiarization tcurs of the reactor facility by fire fighting personnel. There should be an annual on-site drill to test fire fighting.

This is to confirm a phone conversation with Dr. Cochran on February 13, 1979.
