December 27, 1978 Docket No. 50-245 Mr. Boyce H. Grier Director, Region I Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406

Reference:

Inspection No. 50-245/78-25 Gentlemen:

In our response to the referenced inspection, we stated our intention to attempt to local leak rate test the Unit One personnel air lock at 43 psig, in addition to the 10 psig test required by plant Technical Specifications, at our earliest convenience.

On December 14'h, with the plant at approxinately 30% power, we attempted the 43 psig test.

The initial test was unsatisfactory.

We adjusted the strongbacks and repressurized. The second test at 43 psig was also unsatisfactory.

We then tested the air lock at 10 psig as required by plant Technical Specifications and passed with leakage of approximately 1 SCFH corrected.

Since the test was performed at power, we were not able to check the interior door to detemine the location of the leakage, nor were we able to discern if any other leakage paths existed. We therefore propose to repeat the test during the 1979 refueling outage, when both sides of the air lock will be accessible.

We recommend that this remain an open item pending further testing.

Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY
