9 Newport News Industrial Corporation Docket flumber 99900292/78-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on October 23-27, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
The requirements of Criterion XII of Appendix B to 10 CFR 50, and Article NCA 4134.12(c) of Section III of the code, are amplified by Section 11.3100(f) of the QA Manual which states, "When a measuring tool, gage, or instrument is found to be out-of-calibration either by the operational check or by the scheduled recalibration, material or items previously checked with the tool, gage, or instrument shall be considered unacceptable and shall be handled in accordance with Section 13.0000 of this manual."
Section 13.1100 of the QA Manual states in part, " Material / items shall be considered nonconforming when any of the following conditions exist:
(d) Measuring devices found to be out-of-calibration."
Contrary to the above, the QA Program does not prescribe a system for identifying, recalling, and rechecking, the material or items which were previously checked with the tool, gage, or instrument which is found to be out-of-calibration.
