Dr. Irving Shain Chancellor Madison, WI 53706 Gentlemen:

This is in further response to your letter dated August 26, 1970, regarding the noncompliance identified in our letter dated August 10, 1978.

As stated in our letter dated September 29, 1978, we submitted your questions regarding the applicable concentration limits fcr tritium to our Headquarters office for an opinion. They state that for HTO the MPC value in Part 20 should be doubled when exposure is based en bicassay data.

Based on that reply, it is apparent that you correctly cencluded that item 8 does not constitute noncompliance.

Therefore, we will delete this item from our records.

With respect to ite=s 10 and 14, it appears that at least one individual (identified as " individual C" in our August 10 letter) may have been exposed to airborne tritium concentrations which exceeded regulatory limits even when the guidance of footnote (1) to 10 CFR 20.103(a)(1) is considered.

Because results of only a single uptake measurement were available for this individual and your procedures call for a weekly tritium bicassay whenever specified conditions of use are met, we concluded that the reported uptake of tritium by that individual occurred over a period which did not exceed seven consecutive days. Your August 28, 1978 letter raised the possibility that the uptake value in question may instead represent an uptake of tritium by that individual over a period of 781128C075'
