SAFETY ANALYSIS REPORT.-EXXON'S AMENDMENT APPLICATION DATED OCTOBER 13, 1978, REGARDING SNM-1227
Background
Exxon is presently authorized for a possession limit of 5,000 kilograms of U-235. They have now determined that a 10,000 kilogram possession limit for U-235 is needed to provide for a peak in possession due to the extension of finished fuel delivery dates.
Safety The prcposed possession limit provides primarily for the storage of additional finished fuel being held for delivery to customers. There is no change in previously approved nuclear safety or radiological safety procedures.
The increased possession limit does not involve an increased throughput, nor does the storage of additional encapsulated uranium have any effect on the environmental aspects of the licensee's activities.
Conclusion and Recommendation Based on the above statements, I believe that the proposed license amendment can be issued without undue risk to the health.and safety of the public.
Further, the issuance of this license amendment is not deemed to be a major federal action significantly affecting the quality of the human environment; and thus, pursuant to 10 CFR 51, Section 51.5(d)(4), an environmental impact statement, negative declaration, or an environmental appraisal need not be prepared.
I reconmend approval of the application. 3
