Arkansas Nuclear Onc - Unit 1 Docket No. 50-313 License No. DPR-51 Final Installation for Cooling North and South Battery / Charger Areas (File: 5020, 1510)

Gentlemen:

Per our letters dated December 21, 1977, and July 18, 1978, we have attached the description of Phase Three (final and permanent) instal-lation for cooling the north and south battery / charger rooms for your review. This description and associated drawings should complete our submittal on follow-up action for the situation reported in Reportable Occurrence Report No. 50-313/77-19 (dated September 20, 1977).

Description of_Permane_nt Installation in fiorth and South Battery /Charocr/

Switchgear/ Electrical Areas The florth and South Switchgear/ Battery / Charger / Electrical rooms unit coolers will receive chilled water from two independent 15 ton chiller units, one for the florth Electrical Equipment and the other for the South Electrical Equipment.

Each chilled water system incorporates R-12 as a refrigerant and includes the following components: One (1) compressor with motor, condenser, water DX chiller, filter / dryer, expansion tank, oil separator muffler, water pump with motor, valving and control panel. The compressors will be York Model R-92-12, direct driven from a 40 H.P. motor at 1750 P.PM. The condensers for the chillers are York Model HC51. The chillers are York Model AX F060-8Y. The chilled water pumps will operate at 1700 RPM and provide 31 GPM of water to the air handlers at a head of 50 f t of water.

The florth (VCH-4A) and South (VCH-4B) chiller units are supplied with 480 V, 3 phase, 60HZ power from motor control centers B-62 and B52, respectively.

The unit chillers VUC2D, VUC14A, and VUC14B are powered from motor control center B-61. Unit chillers VUC28, VUC14C and VUC14D are powered from motor control center B-51.

Control power (125VDC) for system actuation, testing and indication is supplied by panels D11 and D21 to its respective circuit.

The fiorth Chiller Unit (VCH4A) is located in corridor #98 along the florth wall at elevation 372'-0". This chiller supplies chilled water to the florth Switch-gear Room #99 unit cooler (VUC20), the fiorth Battery / Charger Room unit cooler (VUC14A) which is located in corridor #98 on the north wall across from stair

  1. 3, and the North Electrical Penetration Room #150 unit cooler (VUC148) which is at eleva tion 386'-0".

The south Chiller Unit (VCH48) is located in the South Switchgear Room #100 in the northeast corner at elevation 372'-0". This chiller supplies chilled water to the South Switchgear Room unit cooler (VUC2B), the South Battery / Charger Room unit cooler (VUC14C) which is located along the South wall of corridor #98 at eleva tion 372'-0", and the South Electrical Eauipment Room #104 unit cooler (VUC140), located at elevation 368'-0".

These air conditioning systems are thermgstatically controlled and are designed to maintain a maximum temperature of 104 F in each of the following rooms:

Battery / Charger Rooms, Electrical Switchgear Rooms, and glectrical Equipment Rocms when the turbine building ambient air temperature is 122 F. In the event that the thermostat in any of these rooms senses a temperature exceeding 950F, the unit cooler for the affected room will start. At the same time, the chilled water pump is started to circulate the chilled water through the chiller and unit coolers. Through interlocks, the chillers compressor is started after a 20 second time delay and af ter the chilled water flow has been verified through a flow switch. System actuation and/or high room temperatu e (1040F) is annun-ciated on panel C154 and C155 which are located next to their respective chillers and on panel C26 which is located in the control roon. As the temperature decreases below 900F, the thermostat will permit the control circuit to be reset.

The chiller and associated unit cooler will continue to run until the manual reset pushbutton on C154 (or C155) is depressed and the temperature is below 90 F. The

system can also be started by depressing the system test ush button on C154 and C155.

Attached are 3 sets of bluelines which show detailed information on the entire emergency cooling system.
