SUBJECT:

FUTURE STANDARDIZED DESIGNS FOR LWR's New generic requirements that have evolved over the years have apparently been developed largely in the context of back-fits to operating plants or to essentially completed designs.

It seems to me that the cost-benefit analysis and the potentially viable options for such requirements could be substantially affected by the fact that a proposed requirement is a back-fit.

It also seems to me that the resolution of a particular concern could be quite different (and perhaps fundamentally better) for plants still undergoing design than a resolution justified in the context of a back-fit.

I would appreciate learning the extent to which the staff, in considering new generic requirements, makes a distinction between the current generation of plants and a future generation.
