SUBJECT:
INSIDER RULEMAKING PACKAGE As noted in your memorandum of June 22, 1983, and articulated in the minutes of CRGR Meeting No. 40 previously forwarded for your comment, most CRGR members changed their recommendation relative to the Government clearance program issue. As you know, most Committee members now recommend that the Insider Rulemaking package should be accompanied by a recommendation that the Commission reconsider the use of a Government clearance program to:
(a) Reduce the " Insider Threat" to public health and safety; and (b) Reduce plant access restrictions to reduce impediments to normal and other than normal plant operations thereby enhancing overall plant and personnel safety.
Should the Commission decide to reconsider a Government clearance program, the points in your memorandum and other points would seem appropriate for staff considerations.
In your memorandum, you suggested that the CRGR should meet again prior to making recommendations to the EDO concerning a Government clearance program.
It is my understanding that the meeting minutes accurately reflect the views of most CRGR members and therefore reflect the Committee's views.
Based on this understanding, I conclude that the CRGR has decided this issue and further CRGR discussion of the issue is not necessary.
Regarding the points in your memorandum, I do not believe that another CRGR meeting concerning the same issue would resolve your questions which would be appropriate for staff consideration if the Commission should decide in favor of the CRGR recommendation to reconsider a Government clearance program.
Therefore, I believe that another CRGR meeting iG not necessary.
