Damer, TVA, and !! ugh Dance, NHC, on January 19 and 20, 1981, we dieeuased the considerable dirriculty TVA was experiencing in mking opermble the Becwns Fcery contiruoun monitoring system (CMS) on the scram disch ege volume (SDV). In accordance with NRC IE Bulletin 80-17, Supplement 4, the CMS must be fully operable-on all three unite by January 21, 1981. The following is a sunmary of those conversations.

General. Electric Company (CE) field representatives have been assisting plant personnel in the installation. Two general probicas exist. First, the performanes of the systa in extremely senr.itive to transducer location en the SDV. The second in that the systea, as presently desi ced, suffers from a 5

high noise / low signal gain situation.

Durin8 the Browna Fcrry unit 3 refueling outage, technicians optimized the transduere location to enhance the system sensitivity. CF,further recommended electronic changea to improve the system performnee to the extent of being fully operable. We expect to receive the necessary parts from GE by January 30, 1981, and complete the mod Uications and testins described by the bulletin vithin three days thernpfter.

Following the unit 3 installation, Browns Ferr; units 1 and F will be modified as unit 3 and the te: ting repeated. We expect this to take approximstely one week. If the tr.3 ting indicate. that rurther optimir.ntion er the transducer location on units 1 and 2 it necessary, this wi'1 de cone at the next avalishic unit shutdown.

It should be esnphanized that the location of the transducer on the header 1r. extremely critical. We are concerned thr.t condi tions in the header arsy chanEn and t,egste opernbility of the system.
