Dear Mr. Heishman:
PRAIRIE ISLAND NUCLEAR GENERATING PLANT Dockets No. 50-282 and No. 50-306 In response to your letter, dated November 30, 1979, concerning the steps identified in our letter, dated October 31, 1979, answering the noncompliance in your letter, dated October 9, 1979, for Infraction 2, the following is offered:
NSF Response on October 31, 1979. for Infraction 2 Infraction 10 CFR 50, Appendix B, Criterion XVII states in part: " Sufficient records shall be maintained... Records shall be identifiable and retrievable.
Consistent with applicable regulatory requirements, the applicant shall establish requirements concerning record retention, sach as duration, location, and assigned responsibility."
Contrary to the above, the inspector found that procedures 3 ACD 3.8, Rev. O and 5 ACD 3.4, Rev. I were not adhered to in that a general index listing required records has not been established or maintained listing retention times, where recorde are to be stored, and the location of records within a specific file. This is an infraction.
Response
It is anticipated that a " General Records Index" consisting of record retention times, location the records are to be stored, and the location of the records within a specific file will be* established by December 31, 1979.

" Records Management."
NRC Request. Dated November 30. 1979 With respect to your response to Infraction 2, we understand that on November 21, 1979, your site representatives stated that within 20 days you will provide us with the date that total implementation of corrective actions will be achieved relating to the collection, conversion, storage and maintenance of records. We will examine your corrective action during a future inspection.
Response
A review of the decisions and actions required for successful and timely implementation of a Records Management System for Prairie Island has been completed. We anticipate Dmplementation of this system by July 1, 1980.
The following areas have been addressed in our review:
1.
Records Type List (General Records Index) 2.
Interim Storage 3.
Record Center Space Allocation 4.
Hardware Procurement (micrographics and computers) 5.
Record System Specification a.
Computer Software Development b.
Procedure Development and Training The date for completion for each of the areas is listed below:
1.
Records Type List (General Records Index)
A draft of the index will be available for review by the plant staff by January 1, 1980, and the final index will be completed by March 1, 1980.

Interim Storage Procurement of fire-resistant filing devices has begun. Anticipated delivery is March 1, 1980. As records are generated, they will be filed in these cabinets.

Records Center Space Allocation An interim records center will be adjacent to the plant within the security boundaries. Anticipated completion date of this interim space is March 1, 1980. The proposed plant addition to the Prairie Island Administration Building will provide space for a permanent records center.
4.
Hardware Procurement (micrographics and computers)
A review of the micrographics hardware and computer equipment needed will begin on January 2, 1980, and purchasing will begin by March 1, 1980.
Anticipated delivery and setup completion date is June 1, 1980.

Record System Specification Computer Software Development a.

Procedure Development and Training These areas of the records program are under development at this time and will be completed prior to implementation of the records management system.
