SUBJECT:
UTILITY MANAGEMENT AND TECHNICAL RESOURCES Teknekron Research, Inc. was a),arded Contract No. NRC-03-80-105 to evaluate the resources, both management and technical, that utilities have available to cope with unusual nuclear power plant operational events similar to the recent Three Mile Island Unit 2 accident, both in the short-term (less than one hour) and the long-term (one hour or more) following the initiating event. A description of utility resources presently available was requested by letter from H. Denton dated June 29, 1979 from all utilities with operating power reactors. To determine the acceptability of the level of resources available, the Teknekron contract includes the development of acceptance criteria that establish the minimum needs of licensees for coping with unusual events like the TMI-2 accident.
On December 1,1979 Teknekron Research, Inc. submitted an interim report that presented (1) proposed acceptance criteria for the minimum needs of licensees for coping with unusual events like the TMI-2 accident and (2) an evaluation of the initial utility's available resources relative to their criteria. By memorandum dated December 3,1979 I requested that you send me comments on this interim report.
Based on our review and your comments, we requested Teknekron Research, Inc. to submit a revised interim report.
Enclosed for your review is the revised interim report dated January 1980.
While we expect that these criteria may change as the review of other utilities' resources continues, we would appreciate any comments you may have on the January 1980 revised criteria.
If you have any comments, please send them to me by January 15, 1980.
