Dear Mr. Keppler:

The following is in response to the inspection conducted by Mr. J.

E.

Kohler on October 1 thru November 5, 1979 at Zion Nuclear Power Station Units 1 and 2.

Reference (a) indicated that certain activities appeared to be in non-compliance with NRC requirements.

These activities are addressed in the enclosure to this letter.

Please refer any additional questions you may have on this matter to this office.

ENCLOSURE Technical Specification 6.2.A.ll requires adherance to fire protection program implem,entation procedures.

Contrary to the above, on October 31, 1979, welding took place in the Unit 1 Turbine Building without a portable fire extinguisher at the job sita, as specified by the approved welding authorization card.

Corrective Action Taken and the Results Achieved:

10-31-79 the welding job in question was stopped until the weld operator had a protable fire extinguisher on the job site.

This action required about 15 minutes.

Both the welder and his fore man were advised that if " Fire Extinguisher" was specified on the Welding and Cutting Permit, it must be on the job site.

If installed fire equipment in the area of work was to be considered protection while working it should be so indicated on the Welding and Cutting Permit.

Not just fire extinguisher.

Corrective Action to be Taken to Avoid Further Noncompliance:

The Master Mechanic held a mceting on November 1, 1979 with the foremen in his department.

At that time, Maintenance Department Administrative Instruction 9-51-78 was reviewed to insure all present understood the problem at hand.
