SUBJECT:
REVISION 2 TO TASK ACTION PLAN A-ll Enclosed is revision 2 to Task Action Plan A-ll, " Reactor Vessel Materials Toughness", which I have approved. The revisions to the text of the plan are quite extensive. However, this was necessary to provide a clearer and more coherent presentation of the various subtasks and does not involve anv fundamental changes in the approach previously approved by the Steering Committee. One change in approach was necessary, however, in the area of vessel fracture resistance under accident conditions. The previous approach involved our performing calculations of the primary system accident response to determine the loading on the vessel. The approach now included in the plan involves the specification of safety criteria in tems of margin to failure, for use in evaluating plant specific accident analyses.
I don't view this as a substantial departure from the previous version of the plan.
Accordingly, since there have been no significant technical changes to tha Task Action Plan, I do not believe that approval by the full Technical Activities Steering Committee is necessary, Please advise me as to whether or not you concur.
